Andover's watering restrictions run May 1 through August 31. Odd-numbered addresses water on odd-numbered days of the month; even-numbered addresses water on even days. No watering is allowed between noon and 6 p.m. The city notes explicitly that early morning is the most efficient time to irrigate: cooler temperatures, lower wind, less evaporation loss.
